<h3>Stamp Duty changes: what you need to know</h3>
<p>1 April isn't fooling around. That's when stamp duty rates snap back to their old ways, meaning you'll pay at least 2% tax on anything above £125,000, increasing in the bands you'll find in the chart below.

<p>For first-time buyers, it's an even bigger deal – your tax-free threshold drops from £425,000 to £300,000. Also, the maximum property value you can buy and still claim relief drops from £625,000 to £500,000. That extra £125,000 on the property price is a huge advantage when you’re trying to buy in London.

<h3>Where in London: 2024’s property hotspots</h3>
<p>The new-build market is expected to be strong in central London, where there is a shortage of affordable housing. Some developers are responding to this by building high-density, mixed-use developments with a remarkable range of amenities and services. <p>However, across the Capital, Sarah Tonkinson, Managing Director - Institutional PRS and Build to Rent says, “there are more developments coming that’ll be really high quality, really well built, but <i>won’t</i> have the extraneous amenities like pet spas and rooftop pools – because some residents aren’t looking for those things. Developers are figuring out what the right value for money is at more price ranges, to give their residents what they truly want.”</p>

<p>“We are seeing a shift in the way that people are living in London,” said Joel Ellis-Duffy, Sales Director for New Homes. “People are so much more in-tune with what the market can offer, so they want the homes they rent and buy to deliver more in terms of lifestyle. They want exceptional convenience, service and a sense of community.”</p>

<p>There are also a lot of new homes coming towards areas earmarked for regeneration. These hidden gems of London have a lot to offer, specifically in transportation. They either have quicker commutes to the City than one might expect, like in <a href='https://www.foxtons.co.uk/discover/2023/08/friday-fun-fact-a-gilded-dream-for-the-golden-mile' target='_blank'>Brentford</a>, or have benefitted from recent development of public transportation, like in the outer zones of East London.</p>

It is estimated that the construction of new homes will create thousands of jobs, and it will help provide a much-needed boost to the supply of housing. However, to make an impact on London’s remarkable demand for homes, more has to happen.</p>
<p>“Transport lines have improved greatly, but there’s still so much more to go, London’s looking to reach 10 million residents in the next 15 years, and its current infrastructure can’t cope,” Gareth Atkins, Managing Director – Lettings says, “Of course, we need more property, but ultimately, the processes that delay the speed of planning and building must be improved both at a local and national level. There is also a responsibility on the part of the government for improving the transport, schooling, health care and overall infrastructure and services that affect homeowners, renters and landlords.”</p>

   <p>In the last 18 months, <b>34% of renters who worked in the City and moved home chose to rent in East London</b>. Of the rest, 31% stayed closer to work in Central London boroughs while just 15% moved to South London, 13% to West and 7% to North London.</p>

<p>As our <a href='https://www.foxtons.co.uk/reports/the-london-report/autumn-statement-2023' target='_blank'>Autumn Statement</a> found, not only are City workers primarily moving to East London, but they’re moving into the most energy efficient homes there at a surprising rate. 40% of City workers who rent in East London live in EPC A/B-rated homes, a huge step up from the next highest level, 25% in West London.</p>

Hard to pin it to one thing, but it could be because A and B-rated homes are <a href='https://www.foxtons.co.uk/discover/2022/09/could-energy-efficiency-sway-buyers-towards-newbuild-homes' target='_blank'>more economical to run</a>. According to the Home Builder’s Federation, new build homebuyers will <b>save over £180 per month</b> on energy bills (source: <a href='https://www.hbf.co.uk/newsletter/view/6257?pk_campaign=newsletter_6257#:~:text=New%20build%20properties%20require%20significantly,the%20same%20energy%20efficiency%20standard.' target='_blank'>HBF briefing</a>).

<P>Price is an interesting metric in house hunting – especially the kind of house hunting we’ve mentioned in this article. When we talk about the savvy buyers and renters who our Negotiators help search down the transport line to get the home they want, they’re not simply shifting into the cheapest homes and neighbourhoods. For instance, while “<a href='https://www.foxtons.co.uk/reports/the-london-report/london-report-2023' target='_blank'>two out of every five</a> Foxtons new homes buyers find their new home outside their initial search area,” London’s new-build homes are “achieving an <a href='https://www.foxtons.co.uk/reports/the-london-report/autumn-statement-2023' target='_blank'>average of 95%</a> of the asking price.”</p> 
<p>Instead, these renters and buyers are conscious about finding homes where more of the money they spend goes towards the things they value in a home. So, movers may be interested in areas where newly built homes are cropping up because they can justify spending a bit more in rent or asking price if there’s a gym in the building, an easy commute and exciting residents’ events.</p>
<p>We’re seeing that, for City workers, large monthly bills for an inefficient energy system does not equate to good home value. Lucky for them, East London has a lot more to offer.</p>

<small><p>In the past few weeks, buyer activity across the London market has slightly increased from seasonal summer levels. Buyers coming to the market now tend to be goal-oriented and serious, and sellers are keeping an eye on this smaller but mighty audience.
<p>This year, national attention on mortgage rates have had an effect on homeowners with mortgages, who dream of upsizing. If they don’t need to move now, they'll be waiting for mortgage rates to drop in the new year, so sellers might want to prepare for the seasonal Boxing Day Bump in buyer activity. 
<p>In the meantime, activity within demographics who are not tied to the mortgage market – particularly downsizers – remains steadfast.</small>

<p>Downsizers are typically buyers over 55, looking to pay less for their homes and/or purchase smaller homes than they’re currently living in. We can see a few factors in why this is such an important demographic in the transition from 2023 to 2024: 
<p style = "margin-left: 25px;"><b>• Ageing population:</b> The <a href='https://www.gov.uk/government/publications/census-2021-first-results-england-and-wales/population-and-household-estimates-england-and-wales-census-2021' target='_blank'>2021 Census</a> confirmed that there are more people in older age groups than ever before in the UK, making downsizers a larger group than before.</p>
<p style = "margin-left: 25px;"><b>• Cash buyer motivations:</b> the mortgage market may be hurdle to some homebuyers right now. According to the <a href='https://www.ons.gov.uk/peoplepopulationandcommunity/birthsdeathsandmarriages/ageing/articles/livinglonger/changesinhousingtenureovertime' target='_blank'>Office of National Statistics</a>, by 2020, almost three-fourths of people 65 years or older in England owned their property outright, so many would be cash buyers. They are in the best position to downsize and get good value for money whilst other demographics wait to see what the mortgage market will do at the start of 2024.   
<p style = "margin-left: 25px;"><b>• Cost of living:</b> There is always a benefit for downsizers in decreasing running costs, but there may be an even bigger motivation to make the move right now, considering the cost of living. 

<h5>The impact of first-time buyers</h5>
<p>The other demographic that’s predicted to make moves as we head into the new year is first-time buyers. Frequently, first-time buyers and downsizers work in tandem. Young professionals are looking at rent prices in the London market and considering buying their first home instead, but they’ll need some help from the Bank of Mum and Dad.  Mum and Dad have been building up equity in their home for the last 20 or 30 years, and as their children are moving out, they’ll need less space. So, downsizing parents free up funds by selling the family home, so they can simultaneously find a more suitable home for empty nesters while supporting their children in making their first step up the property ladder.</p>
