<h2 class='intro_basic'>September saw a seasonal slowdown in applicant demand, with 32% fewer registrations month-on-month. However, rental values remained strong, with average rents reaching nearly £600 per week, the highest September figure in four years. Increased stock levels and resilient applicant budgets suggest a more balanced market is emerging across London. 

<p>Looking ahead, landlords should prepare for the upcoming Renters’ Rights Act, due to take effect from 2026. Key changes include the end of Section 21 “no-fault” evictions, the introduction of rolling tenancies, and stricter rules around rent increases and property standards. A new national landlord register and compliance framework will also be introduced in a second implementation phase.

<h3 class='intro_basic'>July's London Lettings Market update and the latest Renters' Rights Bill news</h2>

<p>July saw London’s rental market surge, with demand climbing 23% month-on-month. New renters per instruction grew 18% month-on-month and there was almost 50,000 new listings, indicating a competitive market, in which there was a 2% rise in average weekly rents to £605, just shy of the 2023 market peak. 

<p>Renter budgets continued their gradual upward trajectory to £554 per week, 2% higher than the same period in 2024. The current market offers balance to tenants and landlords with more choice and stable returns.

<p>With the Renters Rights Bill expected to come into effect in 2026, landlords should begin preparing for the expected changes. At Foxtons, we’re here to help landlords navigate these shifts and make the most of a dynamic market.

<p>Confusion around council tax is incredibly common in London. It can vary dramatically street by street, house by house, and borough by borough. Let's demystify these council tax bands and discover why they can be so different.


<h3>What is council tax for?</h3>
<p>Simply put, council tax funds the services that make your neighbourhood tick. It's collected by London boroughs to pay for essentials like waste collection, maintaining public parks, street lighting, and local services.

<p>Properties are placed into bands (A through H) based on their valuation. This is the primary reason why different properties, even on the same street, pay different amounts.

<p>If your home was built after this date, the Valuation Office Agency (a government body independent from London’s councils) will estimate what it would have been worth back then.

<p>Has the value of homes changed in the last 30+ years? Without a doubt. But the bands remain locked in that moment in time.

<h3>Why are different streets paying different amounts?</h3>
<p>Even properties on neighbouring streets can fall into different bands. Why? Because the mix of property types, sizes, and conditions (as they were in 1991) can vary significantly even within short distances.

<p>One street might have had larger houses or properties with features that were considered particularly valuable in 1991.
So why stick with such an outdated system? Undertaking a new national revaluation would be an enormous, complex and politically sensitive task. It would mean reassessing millions of properties and potentially shifting tax burdens dramatically – not to mention the hefty administrative costs.

<p>While there have been calls for an update, no government has taken on this challenge since the bands were established.

<h3>What makes your band different from your neighbour's?</h3>
<p>Several factors based on those 1991 values determine your council tax band:
<p style = "margin-left: 25px">•	Property values in 1991: The foundation of the current banding is what your home was worth over three decades ago.
<p style = "margin-left: 25px">•	Property size, layout, and features (as of 1991): The number of bedrooms, bathrooms, extensions, and overall size all influenced the original valuation.
<p style = "margin-left: 25px">•	Imagine this: Your terraced house with a fashionable loft conversion added in 2020 might still be in a lower band than your neighbour's slightly larger unconverted house, simply because of how they were valued in 1991.
<p style = "margin-left: 25px">•	Property type and Design (as of 1991): Different property types were valued differently back then. In London, a purpose-built flat in a block might have been valued quite differently from a converted period property on the same street.
<p style = "margin-left: 25px">•	Neighbourhood differences in 1991: Even subtle variations in desirability or immediate surroundings could have led to different valuations.

<p>Think about factors like proximity to a small green space, noise levels from a nearby road (as they were in 1991), or even slight variations in plot size.

<p>This can be particularly frustrating as these micro-location differences might have changed dramatically over the past three decades.

<h3>What can London residents do about it?</h3>
<p>If you believe your property is in the wrong band, you’ve got options. 
<p>The government has outlined steps you can take to challenge it. First, contact the <a href='https://www.gov.uk/contact-voa' target='_blank'>Valuation Office Agency</a> with evidence explaining why you think the band is incorrect. They might be able to sort it out immediately. If not, you can submit a formal challenge through the <a href='https://www.gov.uk/challenge-council-tax-band' target='_blank'>official government website</a>.
<p>There are also a range of different discounts and exemptions available, like the:
<p style = "margin-left: 25px">•	Single person discount (25% off if you live alone)
<p style = "margin-left: 25px">•	Student exemption (full-time students don't pay)
<p style = "margin-left: 25px">•	Benefits-related support
<p style = "margin-left: 25px">•	Disability reduction scheme

<p>While the council tax system isn't perfect, understanding how it works can empower you when house-hunting or budgeting for your current home.

<p>The best place to snap a photo? It’s got to be The Hill Garden and Pergola in Hampstead Heath – everywhere you turn is a good photo op. In fact, many happy couples take their wedding photos here. 
<p>The Pergola, overlooking West Heath, is carefully cultivated to look like some overgrown ancient palace, and the garden has a beautiful range of unique cultivars for plant lovers. It’s a bit of a hike and feels very tucked away, but that only adds to its allure.

<p>Hampstead's greatest claim to fame is quite clearly the Heath. Hampstead Heath is the incredible wild park that inspired the Chronicles of Narnia. It's become the subject matter of many paintings including works by John Constable and Gillian Lawson. Famous poets like John Keats and authors like Zadie Smith wrote about the Heath.

<p>As for famous faces, an incredible amount of celebrities have found their haven in Hampstead - Ricky Gervais, Lewis Capaldi, Harry Styles, Helena Bonham Carter, Olivier Giroud, Sam Smith, Dame Judi Dench, Sting... From actors to artists to politicians to sportspeople, there are far too many who've graced these cobbled streets for us to list them all.

<h2 class='intro_basic'>This is an open letter we sent to the Rt Hon Angela Rayner MP, written by Foxtons CEO Guy Gittins. In it, Guy addresses the last-minute addition of a ban on upfront payments in the Renters' Rights Bill. </h2>
<p>As the largest estate agent in the UK,<sup><a href="#source-one">1</a></sup> we handle an incredible amount of tenancies, which gives us a comprehensive, professional perspective on this issue. By sharing our perspective, we aim to explain what this ban could mean for tenants and landlords, and ask the critical question:  <b>how can those who narrowly miss affordability criteria overcome the barriers to housing these changes will create?</b>

<p>Dear Deputy Prime Minister, 

<p>I am writing this letter to you in my capacity as Chief Executive Officer of Foxtons Group plc, London's largest lettings agent, to express concern over the late changes tabled during the Renters' Rights Bill's second reading, specifically regarding the <b>banning of upfront rental payments and the lack of a sufficient transition period.</b>

<p>We want to make it clear that we are wholly supportive of your government's efforts, and indeed previous government efforts, to improve living conditions across the entire sector and to ensure the rental market works for everyone. 

<p>But while we support the overarching goals of the proposed legislation, we believe that these amendments will unintentionally harm lower-income tenants, the international student market, hinder upward mobility, and drive talented individuals away from London and the UK. 

<p><b>The problem and the unintended consequences</b>
<p>Landlords typically ask for rent in advance from tenants who struggle to pass traditional affordability checks, such as those with low or unpredictable income, the self-employed, pensioners and foreign tenants who cannot provide a guarantor. Our data highlights the scale of this issue: 10-15% of tenants narrowly fail affordability criteria. 

<p>The impact of removing upfront payments would therefore be most pronounced for lower-income tenants, many of whom currently rely on savings or guarantors to secure housing. These individuals would be left with no viable alternatives, effectively excluding them from the rental market and exacerbating the very issues the reforms seek to solve. 

<p><b>Hindering upward mobility</b>
<p>Restricting access to housing in this way also risks undermining social mobility and deterring people from relocating to cities like London - particularly students and entry-level professionals. This could result in a 'talent drain', leaving London and other major cities struggling to attract and retain the diverse, skilled workforce needed to drive innovation and growth. At a time when economic growth is critical, such a loss of talent could have long-term consequences on local economies. 

<p><b>The landlord impact</b>
<p>These regulations would also have an impact on landlords. Upfront payments help mitigate the risk of missed payments from those tenants who can sustain a tenancy but who are unable to pass referencing and affordability checks - without these upfront payments, landlords are understandably less likely to rent to such tenants. It is impractical and irresponsible to deny landlords any assurance when renting to individuals who cannot easily prove their financial capability. This could exacerbate challenges in an already constrained market and may reduce the supply of rental homes, drive up rent prices, and make affordable housing harder to find.

<p><b>Lack of a sufficient transition period</b>
<p>We are also seriously concerned about the proposed two to three-month transition period, which is entirely inadequate for implementing these changes effectively. Such a short timeframe fails to provide tenants and landlords with sufficient time to adapt, potentially leaving vulnerable tenants without stable accommodation in an already challenging market. The lettings sector is complex and fragmented. Software systems (typically administered by third parties) will need time to re-engineer. The retraining of lettings agents and property managers takes time. We strongly believe that no less than six months' notice should be given between Royal Assent and the commencement date. This will afford landlords and letting agents sufficient time to implement the necessary regulatory changes in an orderly manner, ensuring a consistent and fair approach for tenants seeking rented accommodation. 

<p><b>It doesn't fix the real issue</b>
<p>Foxtons supports the vision of a fair and sustainable rental market that works for everyone. However, these last-minute amendments fail to address the real issue: the chronic undersupply of housing and the resulting supply/demand imbalance. Instead, they risk creating unintended consequences that make the rental market even more challenging for lower-income tenants. 

<p>At a minimum, it is essential for the government to address this question: how can those who narrowly miss affordability criteria overcome the barriers to housing these changes will create? Without a clear answer, achieving a fair lettings market for tenants will remain out of reach. 

<p>We would welcome the opportunity to meet with you to discuss how we can support the government in creating a balanced and sustainable plan that benefits lower income tenants and reduces the risk of landlords withdrawing from the rental market.

<p>Many move to Greenwich for two things. First, for its excellent connections into Central London, you're just a 10-minute train away from the suits of Canary Wharf and the buzz of London Bridge. However, Greenwich feels worlds away from city life. And second, village charm rules – independent shops, cobbled streets in the market and enough green spaces to make you realise living in London is not like other cities.

<p>It's a proper mix here. Uni students and parents of school-aged children love Greenwich for its academic merit, whilst city workers appreciate the easy commute. We find many families and first-time buyers focus their search on Greenwich with the intention to put down roots because there’s such a range of properties in a very handy location.

<p>Actual royalty were born here – King Henry VIII and Queen Elizabeth I were born in Greenwich Palace. Dame Vanessa Redgrave and footballer Chris Smalling also started in Greenwich.
